Administers the business, financial, and recreional operion of the outdoor activities program within established policies and objectives. Oversees a variety of geographically dispersed facilities/activities; and ensures usage does not conflict with policies governing participion. Develops goals and objectives for the Outdoor Recreion Programs which meet agency intent. Establishes, develops, and maintains effective working relionships. Generes comprehensive short and long term budgets and fiscal requirements to meet the program objectives and maintain internal control. Evalues the effectiveness of ongoing outdoor recreion activities from the standpoint of participants' response, resources, unforeseen developments, and program evaluions. Adapts and varies program activities as a result of findings. Formules, justifies, and executes both the appropried funds (APF) and non-appropried funds (NAF) budget for all aspects of operions. Maintains an accure account of daily sales revenue, operional funds, fixed assets, and property. Procures and/or inities procurement documents for supplies and equipment. Assures the maintenance and repair of facilities and equipment. Prepares and submits work order requests as required. Organizes and publicizes outdoor activities, assuring maximum effectiveness in tracting and motiving participants, which includes the completion and submission of marketing requests for event promotion. Coordines with approprie installion offices on plans for the use of nural land and wer resources for selected outdoor recreion activities. Maximizes recreional use of nural resources to include development, conservion, sound usage, improvement and management. Plans and schedules outdoor activities such as, but not limited to biking, camping, canoeing, ice sking, kayaking, paintball, rock climbing, scuba diving, skiing, skydiving, snowboarding, swimming, white wer rafting and overnight recreional trips. Ensures th safety oriention is provided regarding specific activities. Devises, improvises, and adapts these various activities to fit the conditions of the nural environment, and to conform to limitions in funds, facilities, equipment, and staff support. Supervises personnel assigned to Outdoor Recreion Program. Assigns, directs and reviews the work of subordine employees; plans and carries out the training and development of employees; evalues employee work performance; recommends selections, stus changes and disciplinary actions; plans schedules, and coordines work operions, explains management policies. Works to achieve the objectives of personnel programs and policies and deals effectively with employees on complaints, grievances, and other mters involved in the day-to-day administrion of the Recreion Program.
