Blue Rose Consulting Group, Inc. (Blue Rose) is seeking On-Call Lead Behavioral Health Specialists to provide clinical and operational leadership at DHS processing centers in San Diego, CA.

In this key leadership role, you will guide a team of Child Well-Being Specialists, support complex care decisions, and serve as the primary behavioral health liaison to CBP leadership. Your work will ensure the consistent delivery of trauma-informed services to children in federal custody.

What You'll Do

As an On-Call Lead Behavioral Health Specialist, you will be responsible for leading on-site behavioral health operations, coordinating interagency collaboration, and managing urgent or escalated cases during your assigned shifts. You'll maintain cross-shift visibility and play a vital role in staffing and clinical oversight.

Core Responsibilities

Provide clinical supervision and leadership to Child Well-Being Specialists

Serve as the primary liaison between CBP leadership, DHS headquarters, and program teams

Advise on and support resolution of complex child well-being concerns

Coordinate staff assignments and respond to surge coverage needs

Collaborate with local, state, and federal agencies to facilitate child care coordination

Lead training, staff development, and performance evaluations

Contribute to behavioral health policy improvements and operational procedures

Schedule & Shift Details

8 hours onsite + 4 hours on-call (as needed)

Flexible availability required, including days, nights, weekends, and holidays

Must be able to return to site during on-call hours if requested

Requirements

Master's or Doctoral degree in a behavioral health field

Active, unrestricted license as one of the following:

Licensed Clinical Social Worker (LCSW/LICSW)

Licensed Marriage and Family Therapist (LMFT)

Licensed Professional Counselor (LPC)

Licensed Psychologist (LP)

Minimum 5 years of post-licensure experience in:

Child development

Trauma-informed care

Clinical evaluations

At least 2 years of management or supervisory experience in healthcare or social services

Bilingual in Spanish/English preferred (minimum ILR 3/5 or equivalent)

Strong leadership, communication, and decision-making skills

Ability to operate in dynamic, mission-driven, and evolving environments
