The Program Coordinator administers planning processes and provides authoritative recommendations to the Chief of the PM&RS regarding possible need for revision of the programs regulations and policies. The incumbent performs staff support work in short and long range planning efforts; obtains and consolidates planning information; and recommends action or adjustments necessary to achieve required objectives.
Responsible for developing and coordinating internal review systems to assure that both clinical and administrative activities follow agency, accrediting, and regulatory requirements. Maintains program requirements/validation criteria for assigned organizations and prompts staff members
to participate in cyclic or special evaluations. Examines programs and recommends expanding, contracting, combining, separating, or realigning them to best meet veterans' health care needs most economically; directs and/or assists medical center staff in administrative research management analyses, and development of reports pertaining to program plans and performs assessments of the Program's activities. Incumbent performs these duties with a great deal of independence and reports ongoing progress, needs and issues to the Chief, PM&R service.
Program Coordinator orients newly appointed employees of PTRP to programs, activities, responsibilities, techniques and rehabilitation objectives. The incumbent is responsible for developing the PTRP's portion of the assigned employees' Training Plans. The incumbent is responsible for incorporating training required by the service and medical center with the overall training within the PTRP.
Program Coordinator is designated the CARF point of contact for PM&R service and is responsible for PM&R CARF coordination, planning, and oversight. Rehabilitation Medicine Coordinator is responsible to collate data, report on, and respond to survey items required by Program activities reviewed by the Commission on Accreditation of Rehabilitation Facilities (CARF). Incumbent will ensure that accurate data is tracked and maintained to reflect required CARF standards for surveyed programs. Incumbent will serve as a member of the CARF Subcommittee and is expected to be a regular contributing member to this body. Responsible to actively participate in and contribute to all other surveys and request such as JCAHO, OIG, and others
Program Coordinator will represent the Program, along with the Polytrauma Rehabilitation Center (PRC) Program Manager, at the VISN and VACO level in matters that involve Veteran and Active-Duty Service Member's (ADSM) participating in or referred to the program. Will act as an ambassador to internal and external stakeholders to provide up- to-date and timely information on available resources, programs and activities and be the primary administrative contact for any stakeholder seeking program services.
Program Coordinator assists PM&RS in achieving a balanced operation of services with respect to manpower, space, funds, and equipment. The incumbent reviews and conducts analysis on manpower, space, and equipment utilization; analyzes the necessary human resources, equipment, and space to effectively support the mission of PTRP; maintains accurate utilization and cost information; provides analysis of the effect of resources on the overall productivity of the program; develops and maintains workload/resource monitors that detect appropriate and inappropriate utilization of scarce resources; and develops strategies to identify, maintain, correct, and enhance utilization practices within PTRP.
Program Coordinator develops, selects, and monitors quality and performance measures for process improvement and patient satisfaction; reviews and analyzes various reports and complex, critical data involving trend analysis relating to quality improvement to ensure desired outcomes; monitors clinical services' compliance with the standards of external bodies and accrediting agencies; and recommends remedial action. The incumbent compiles final reports of evaluation efforts and establishes administrative controls aimed at ensuring remedial actions are completed as proposed.

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.
- Education and experience. The individual must meet at least one of the requirements below-(Transcripts submitted):
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
Doctorate degree in physical therapy
Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The Foreign Credentialing Commission on Physical Therapy (FCCPT) is a non-profit organization created to assist the United States (U.S.) Citizenship and Immigration Services (formerly INS) and U.S. state licensing authorities by evaluating the credentials of Foreign Educated Physical Therapists (FEPTs) who wish to immigrate and work in the U.S. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. The Federation of State Boards of Physical Therapy (FSBPT) is committed to protect the public and to provide leadership within the field and practice of physical therapy. FSBPT's Foreign Educated Standards Committee has developed standards that represent "best practices" in evaluation services. The Credentials Evaluation Standards were developed with input from the physical therapy credentialing agencies that are licensed to use FSBPT's Coursework Tool.
- License: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Grandfathering Provision. All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) Employees grandfathered into the GS-0633 occupational series as PTs may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation.
(2) PTs who are appointed on a temporary basis prior to the effective date of this qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
(3) PTs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, meet all the basic requirements of this qualification standard and must maintain the required credentials as a condition of employment in the occupation. (4) If PTs who are grandfathered under this provision leave the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation .
Grade Determinations: GS-13 Physical Therapist Program Coordinator
Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs:
Ability to apply advanced knowledge of contemporary physical therapy within specialty area to provide clinical guidance, training or education for internal and external stakeholders.
Ability to serve as a consultant within the assigned program area for intra-agency and interagency planning and to provide service coordination to optimize program continuity, efficiency and effectiveness.
Knowledge of and skill in management, administration and/or education methodologies. This includes the ability to monitor and track data, utilize available resources effectively, evaluate program quality, and generate reports for local, and/or VISN and/or VACO leadership.
Ability to develop and coordinate treatment and/or educational programs within a concentrated field or specialty area, such as, but not limited to, amputee, spinal cord injury, chronic pain, student clinical education/residency programming, polytrauma/traumatic brain injury.
Ability to establish and maintain collaborative relationships within department and with other departments or affiliated programs.
Ability to guide the work of a multi-disciplinary team.
Preferred Experience: 3-5 years in brain in just and /or Polytrauma clinical settings; good leadership skills; works well in interdisciplinary team settings; excellent communication shills, familiarity with CARF accreditation experience in conflict resolution.
