CEI has a federal 14 state contract that provides construction management RE's/PE's/COTA's as well as construction inspectors for roadway and bridge rehabilitation projects, hiking trails, parking lots and other civil engineering improvements in national parks and forest areas.
Job Requirements
Contracting Officer's Technical Advisor (COTA) are required to provide on-site construction contract oversight within limited delegations as well as construction inspection. Highway projects are near National Parks and and forest areas and offer a healthy per diem and rate. Projects can be within 14 states in mid and southwest. The COTA is a PE or RE that will oversee the project start to finish. Note, a professional engingineering license is not mandated but resume must show 3 years of running state DOT highway projects along wtih a degree or 10 years construction oversight running a state DOT project as the PE/RE/EOR.
Duties include contract administration, principal contact, or liaison between CFLHD clients and the CFLHD Division Office; oversight of other contract or federal, or both, project personnel; and all the duties listed under On-Site Construction Inspector. This work is performed primarily at the project location near National Parks.
Typical work and oversight below:
- Maintain accurate contract records and follow established CFLHD records maintenance processes.
- Process submittals from receipt through approval and return to the Construction Contractor.
- Process the Construction Contractor's Invoice (Progress Estimate) in accordance with established CFLHD processes.
- PE/RECOTA acts as the primary representative of FHWA on the project site, ensuring the contractor's work aligns with project goals, standards, and regulatory requirements.
- Contractor Oversight observing construction per plans and work: Assessing contractor performance against construction schedule and progress reports and regulatory compliance, Material Certification and Allocation to include any testing of materials, materials have certifications of compliance and any deviations are addressed and documented. Payment Processing to include reviewing and approving contractor pay requests are accurate and align with the completed work and contract, Review of any changte orders and that all is documented and budgeted for. Documentation for all project records, including daily diaries are on file aling with preparing project reports for project doucumentation throughout cycle of the project. Manage construction project ensuring all aspects are adhered to by contractor and interpreting or clarifying contract specs and documents. Track costs and scheduling of the project finaincial status against the agreed upon schedule. Participate in final close out including providing all documentation and final payments.
Qualifications
Registered Professional Engineer; or Bachelor's Degree in Civil Engineering with either one below:
Construction Management highway projects and 3-years on-site project administration
OR
A minimum of 10 years' experience as an on-site construction inspector with at least 1 year as a Project Engineer or Construction Manager.
- Proven experience administering and enforcing compliance with the terms of the contract within delegated authorities.
- Ability to manage construction team including the supervision of construction inspectors to monitor, document and advise the Government on contract status.
- Ability to: prepare contract modifications; develop independent cost estimates; review Construction Contractor progress payments for accuracy; obtain field measurements of construction materials and products; review and assist the CO in preparing contract dispute and claim responses; document project progress (including videography and photography); develop special reports; and review contract submittals including shop drawings for compliance with the contract.
- Demonstrated ability to analyze Construction Contractor critical path and bar chart schedules.
- Manage administrative duties and inspection duties and monitor the contract overall costs.
- Construction oversight of environmental mitigation for wetlands; threatened and endangered species; sensitive species; cultural and historical resources; hazardous materials; wild and scenic rivers wildlife and fisheries; noise; visual, water, and air quality; and interagency coordination of environmental concerns.
- Demonstrated knowledge and experience with context-sensitive design principles; safety and labor laws and requirements; value engineering proposals; quality control/quality assurance principles; traffic control; materials and construction methods.
- Demonstrated proficiency with the use of computer software programs including Microsoft Word, Outlook, Excel and OneNote or EEBACS (Engineer Estimating, bidding, Award and Construction System by FHWA)
- Perform duties of Senior Inspector if needed.
