Jackson County Mental Health coordinates programs for persons with serious mental illness who are also involved with the legal system. The intersection of mental health and the criminal justice system is an expanding area for both direct service delivery and coordination of care. Our Forensic & Court Mandated Programs Clinical Supervisor oversees a multi-disciplinary team with, therapists, case managers, and peer specialists who both monitor and coordinate care for legally involved adults with serious and persistent mental illness that need supports and services beyond traditional outpatient treatment. This position requires an active license issued by the Oregon Board of Licensed Social Workers. Strong candidates will have clinical supervisory experience, experience providing mental health treatment to adults with serious and persistent mental illness, excellent communication, listening and organizational skills, team orientation and creativity, and a desire for learning and adaptability for change, and experience working with individuals engaged with the justice system.

- Preferred credentials: CADC Certification; Bilingual Spanish speakers; registration with licensure board to provide clinical supervision to licensure.
- Experience providing:
- Behavioral health treatment to individuals engaged in the civil or criminal justice system.
- Crisis risk screening, assessment, intervention and stabilization.
- Exceptional needs care coordination for adults with serious and persistent mental illness and/or managing transitions of care between inpatient, residential and outpatient treatment with individuals experiencing substance use disorders.
- With individuals, homelessness, or history of justice system involvement.
- Quality care to individuals experiencing health inequities due to social determinants of health and those from marginalized communities.

I. Position Summary
Acts as clinical overseer by instructing and mentoring clinical providers in the provision of a full range of treatment services to mental health clients; and, ensures quality clinical services are being provided by team members, including review of assessments and diagnosis, treatment plans, delivery of services, and evaluation of clinical outcomes. Performs a full range of complex professional duties and tasks with only occasional instruction or assistance in an independent and professional manner and possesses a significant level of specialized and functional expertise. Under the general direction of a manager, provides clinical oversight, direction, training, and guidance to other professional staff.II. Examples of Essential Position Duties ( The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)
- Provides clinical direction and consultation regarding comprehensive screening, assessment of client problems, diagnoses, crisis services determination, and referrals as appropriate.
- Provides clinical direction and consultation with therapists in individual and group oversight settings to review the development and coordination of client treatment plans and services. Signs off on treatment services which are provided by non-licensed or probationary clinical staff.
- Provides clinical direction and consultation to clinical staff with clients presenting as complex or acute.
- Identifies, monitors, and follows high-risk clients, reporting to manager as appropriate.
- Identifies professional developmental needs of clinical providers, ensures appropriate clinical training of staff occurs; makes recommendations to manager related to clinical staff training needs or clinical performance concerns.
- Monitors employees clinical performance and effectiveness to ensure services are performed with a high level of clinical expertise and professionalism; confirms that services and documentation meet the clients needs as well as the requirements of federal, state, and regional compliance standards; evaluates for overall program success of clinical outcomes; monitors program resources and financial expenditures as directed.
- Carries a direct services caseload and provides clinical services to clients and their families.
- May include working rotating shifts and adjusted work schedules which include holidays, weekends, and overnights; works overtime when required; may be assigned to perform work in the field outside the office.
- Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
- Develops and maintains effective internal and external working relationships at all levels.
- Has regular and reliable attendance. Overtime may be required.
III. Minimum Requirements ( Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions )
Education and Experience
- Masters degree in psychology, social work, recreational therapy, art therapy, music therapy, or related behavioral science field AND two years experience in a progressively responsible supervisory or leadership role in mental health.
License, Certificate or Other
Requires possession of a valid drivers license and an acceptable driving record. Must be licensed in Oregon as a clinical social worker (LCSW), psychologist, professional counselor (LPC), or marriage and family therapist (LMFT).

Requires knowledge of clinical supervision for assigned staff as appropriate to scope of practice both one on one and in groups; the techniques and procedures used in evaluating, modifying, and motivating human behavior; community resources; de-escalation techniques; Oregon Administrative Rules, laws, regulations for scope of practice including confidentiality policies and regulations. Knowledge and practice of ethics of behavioral health care and for public employees. Ability to provide clinical supervision to licensure to assigned staff working toward licensure; provide clinical training to individual providers and treatment teams; assess status of individuals and families for needs and services; perform comprehensive mental health assessments and crisis assessments; develop a clinical formulation and render appropriate diagnosis that justifies medical necessity for services; develop and oversee implementation of treatment plans with measurable objectives that treat identified and medically necessary needs; provide individual and group counseling; provide care coordination; provide support and guidance to clients and family members; identify risk or danger and respond professionally and responsibly in all situations, including crisis, emergency, or dangerous situations; u nderstand and provide trauma informed and client-centered care and contribute to a trauma informed workplace/environment; work independently and participate as an active member of a cohesive work group; prioritize high volumes of work and multi-task situations well; write concise, timely, and accurate progress notes and reports; maintain timely records with accuracy and confidentiality; exercise initiative, tact, and good judgment in dealing with community partners, other providers, community members, and clients and families from various backgrounds; establish and maintain cooperative working relationships with those contacted in the course of work; understand and carry out detailed instructions of a technical and professional nature; communicate effectively, both orally and in writing; operate office equipment, learn and successfully use a variety of office and healthcare information systems; and, read and understand relevant reference manuals, and equipment manuals, etc.
Physical Demands ( Performance of the essential duties of this position includes the following physical demands)
Ability to work in an office environment and in the field. Requires the ability to coordinate hands and feet in performing simple movements, such as bending, reaching and grasping; to exert physical effort in sedentary to light work involving moving from one area of the facility to another and in the field, reaching, kneeling, climbing of stairs and standing for extended periods of time. Requires sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of equipment as well as sufficient hand/eye coordination to perform semi-skilled repetitive movements such as operating office equipment. Requires the ability to operate a motor vehicle. Sensory requirements include sound, odor and visual perception and discrimination, as well as oral communications ability.

Work is performed in an office environment and/or in the field, and may include exposure to disruptive people and communicable diseases. May include exposure to adverse weather, including extreme temperatures, rain, snow, sleet, and hail. Incumbents are also exposed to dangerous or unpleasant conditions and substances, including noise, traffic hazards, biohazards, noxious plants, and wildlife.
