Duties will vary based on grade. At the GS-11 level, duties will include, but are not limited to:

Clinical Assessment

Evalues each Veteran's situion, abilities, and capabilities, and arrives a reasoned conclusion including an assessment of vulnerability and priority for re-admission. As part of a comprehensive psychosocial assessment, interviews the Veteran and/or their family members to establish facts about the Veteran's situion, presenting problems and their causes, and the impact of such problems on the veterans functioning and health. Reviews all da, subjective and objective and makes a clinical assessment, identifying needs and strengths.

Comprehensive Case Management

Ensures th gradued Veterans maintain their housing stability by following up 3, 6, 9 and 12 months following graduion from HUD-VASH Case Management. Contacts gradued Veterans annually thereafter the point of recertificion to offer assistance with this process.

Implements the Housing First model within the HUD-VASH program. The main principle is direct, or nearly direct, placement of targeted homeless Veterans into permanent housing.

Provides referral to VA medical and mental health inpient and outpient trement and to other VA services. Provides referrals or consults, or in some cases direct admission of the Veterans prior to HUD-VASH participion, for other VA programs including community-based residential trement such as Grant and Per Diem Programs, Health Care for Homeless Veterans contract residential trement, Domiciliary or Psychiric Residential Rehabilition and Trement Programs.

Program Administrion and Organizion

Acts as the primary POC for PHAs across the cchment area for annual reviews/recertificion. Develops working relionships and agreements with other organizions and directly coordines with the designed PHA regarding housing voucher recertificion and award process for each Veteran.

Veterans eligible for HUD-VASH come from a wide geographic area. Their health and mental health needs may be complex and require a high degree of clinical oversight and creive problem solving. The HUD-VASH Program requires continuous coordinion with the community's homeless providers and coalitions as well as with other local, ste, and federal agencies.

Outreach

Conducts and participes in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters, and "on the streets," as well as those who are referred by VA residential programs, medical centers or outpient clinics. Transports those Veterans to appointments in the community. Maintains current and establishes new relionships with other community-based service providers for the homeless.

Operes a government vehicle to travel in the service area and local community to perform duties. Some overnight travel to remote parts of the cchment area may be required. Regularly conducts and participes in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community.

Basic Requirements :

United Stes Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Educion : Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilition Counseling; Clinical Mental Health Counseling and Clinical Rehabilition Counseling; or a reled field, from a program accredited by the Council on Accredition of Counseling and Reled Educional Programs (CACREP). Examples of reled mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the de when gradues are considered to have gradued from a CACREP accredited program. Note : Traditional Rehabilition counseling programs th are accredited by CACREP do not meet the LPMHC qualificion standards as Traditional Rehabilition counseling differs from Clinical Rehabilition counseling.

Licensure : Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and trement. COPY OF LICENSURE REQUIRED WITH APPLCIATION PACKAGE.

Exception : VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of ste prerequisites for licensure. This exception only applies up to the full performance level. For grade levels or above the full performance level, the candide must be licensed. VHA may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC th provides care under the clinical supervision of a licensed LPMHC who is or above the full performance level. This exception only applies the entry level (GS-9). For grade levels or above the full performance level, the candide must be licensed.

Grade Determinions :

GS-9:

Experience, Educion, and Licensure: The GS-9 grade level is the entry grade level for LPMHCs with less than one year of experience(post-master's degree) or for LPMHCs the master's or doctoral level) who are gradues not yet licensed the independent practice level. Unlicensed LPMHCs the GS-9 grade level have completed the required educion listed in paragraph 3.b., and are working toward completion of prerequisites for licensure.

**In addition to the basic requirements, the candides must demonstre all of the knowledge, skills and abilities (KSAs) below:

Ability to engage in intake and assessment, problem identificion, diagnosis, trement planning and implemention, continuum of care, evaluion and follow-up.

Knowledge of current Diagnostic and Stistical Manual (DSM) of Mental Disorders in formulion of trement goals and applicion of approprie clinical interventions using professional counseling practices.

Basic knowledge of professional counseling practice with emphasis on human development principles through cognitive, affective, behavioral or systemic interventions, and stregies th address high risk behaviors, wellness, personal growth, and career development across the life span.

Ability to use a wide variety of individual, group, or family counseling interventions; demonstres sensitivity to diversity and possesses multicultural counseling skills.

Ability to serve on an interdisciplinary team with focus on the intrapersonal, interpersonal, and relional functioning of individuals, groups and families and on the counseling approaches, stregies, and techniques th st help pients function effectively.

Basic skill in the use of computer software applicions for drafting documents, da management, maintaining accure, timely and thorough clinical documention and delivery of services, such as Telehealth.

Ability to learn and utilize software programs in use by VHA.

Knowledge and understanding of existing relevant stutes, case laws, ethical codes, and regulions affecting professional practice of counseling.

Ability to communice effectively, both orally and in writing, with people from varied backgrounds.

GS-11:

Experience, Educion, and Licensure: In addition to the basic requirements, candides must have least one year of post-master's or post- doctoral degree mental health counseling experience (VA or non-VA experience) and must be licensed to practice the independent practice level and demonstre the KSAs. LPMHCs may provide clinical supervision over the clinical practice of an unlicensed LPMHC or LPMHC trainee. Some ste licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs. Please refer to specific ste licensing laws regarding the requirements for providing clinical supervision.

**In addition to meeting the KSAs for the GS-9 grade level, the candide must demonstre all of the KSAs below:

Ability to make professional evaluions, decisions, and recommendion for trement planning and implemention.

Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining pient/family problems and maintaining an effective counseling relionship.

Ability to provide subject mter consultion to colleagues and trainees on the counseling process within various specialty areas, build on the foundion of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and oriention.

Ability to provide complex crisis intervention and stabilizion to pients who are in psychological distress. Requires independent judgment and skill.

Ability to establish goals/trement through a collaborive process with the pient utilizing advanced counseling skills, including evidenced- based practices, screening, and psychosocial assessment.

Ability to use a wide variety of individual, group, or familial counseling interventions; demonstres sensitivity to diversity and possesses multicultural counseling skills.

Ability to fully utilize the current DSM in making diagnoses and formulion of trement goals and applicion of approprie clinical intervention using professional counseling practices.

Ability to develop and facilite psychotherapy and psycho- educion groups th include life skills, family support, and community integrion. This may include evidence based psychotherapy.

Preferred Experience : Experience working with veterans experiencing homelessness, experience working with public housing authorities.
