Under general direction, plans, schedules, reviews, supervises, and participates in the work of staff responsible for providing occupational and physical therapy treatments for eligible patients in for a medical unit/program of the Department of Public Health; manages the daily operation of the therapy unit; acts as liaison between state programs and other applicable agencies and programs; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management personnel. Exercises supervision over clinical, technical, administrative, and support staff.

  • Acts as the clinical consultant to medical therapy staff; plans, organizes, assigns, supervises, and reviews the work of staff of the California Children's Services Medical Therapy Unit (MTU) of the Department of Public Health; plans, coordinates, schedules, and supervises the daily operations and activities of assigned unit; ensures optimal service delivery and operational support.
  • Trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
  • Manages durable medical equipment for client, including assessing, delivering, and authorizing; evaluates and orders appropriate mobility equipment and orthotic devices as prescribed.
  • Coordinates assigned services, operations, and activities with those of other divisions and outside public and private agencies and programs; schedules and administers evaluations for equipment needs.
  • Manages the MTU within the mandates of the State of California; ensures compliance with all applicable rules, regulations, policies, and protocols.
  • Provides oversight for electronic medical records and documentation of patient's response to treatment, progress, and reports any changes to doctor.
  • Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
  • Reviews and submits billing information for public and private insurance providers.
  • Oversees and administers tests such as motor function and range of motion evaluations and perceptual screenings; developers, coordinates, teaches, and supervises functional exercises and activities to provide corrective therapy.
  • Instructs clients, family and caregivers regarding home exercise programs and equipment needs; carries out physician instructions and administers various types of therapy.
  • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
  • Maintains records and prepares written reports as required; completes quality improvement audits and provides feedback; assists in the maintenance of program clerical administration, equipment, and supplies.
  • Attends appropriate and related clinics, meetings, and conferences to discuss patient status and as requested.
  • Administers treatment programs; ensures work is completed on time and consistent with the work quality standards and all requirements.
  • Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor's degree from an accredited college or university in occupational therapy, physical therapy, kinesiology, or a closely related field and three (3) years of increasingly responsible experience equivalent to a Physical Therapist or Occupational Therapist with Madera County.

Licenses and Certifications:

  • Possession and maintenance of a valid license to practice as a Registered Physical Therapist or Occupational Therapist in the State of California.
  • Possession of, or ability to obtain, and maintain a valid CPR certificate.
  • Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.

PHYSICAL DEMANDS:

Must possess mobility to work in office and clinic settings, treat patients, and use varied medical and office tools and equipment, including a computer; vision to evaluate patients and read printed materials and computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above mentioned tools and equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds or heavier weights with the use of proper equipment and assistance from other staff.

ENVIRONMENTAL CONDITIONS:

Employees work in an office and clinic environment with moderate noise levels and variable temperature conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS:

Employees must be willing to travel to different sites and locations and to work non-traditional hours.

Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment, only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted, the weight for that assessment will be 100%.

The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.
