This position is classified within the competitive class of the New York State Civil Service system and, as such, is subject to the examination and appointment requirements prescribed by Civil Service Law. Permanent appointment will be contingent upon success in a future civil service examination and subsequent placement on the resulting eligible list. Being reachable on the eligible list does not guarantee permanent appointment. Appointments will be made in accordance with the New York State Civil Service Law, including Rule-of-Three.
Shift: Monday through Friday 8:00AM - 4:00PM

Distinguishing Features of the Class
The work involves reviewing multidisciplinary evaluations which assess the strengths and of needs of children ages three to five, assisting in determining eligibility for the Preschool program and participating in the development of the Individualized Education Plan (IEP) to most appropriately address student's needs. The work includes providing assistance to families via referral to community resources and other programs such as the Office of Persons with Developmental Disabilities (OPWDD), when appropriate. This class differs from Case Manager by virtue of more responsibility and the nature of the work performed regarding fiscal issues and the increased supervisory responsibilities. This position will monitor the service delivery system identifying gaps and recommending needed changes to close these gaps. The incumbent will take an active role in making the public and community agencies aware of the needs and concerns of the eligible children and their families in the Preschool Program. Work is performed under the direct supervision of the Youth Services Coordinator and Director of Special Needs. Supervision is exercised over Case Managers. Does related work as required.
Typical Work Activities
Attends CPSE (Committee on Preschool Special Education) meetings for Preschool Children as the Erie County Municipal Representative to help develop the Individualized Education Plan (IEP) and determine the appropriate level of services;
May assist with securing services to meet specific needs and refer individuals to outside private or public agencies;
Maintains liaison with outside agencies, by attending related meetings, conferences, and workshops;
Assists in the development and implementation of staff in-service training programs;
Minimum Qualifications
A) Possession of a Bachelor's degree* in Social Work, Human Services, Early Childhood Education, Elementary Education, Special Education, Speech Language Pathology, Occupational Therapy, Physical Therapy, School Counseling or Child Development, and two (2) years of experience working with developmentally delayed infants, toddlers, or youths providing social, medical, health, or other therapeutic services in an established agency or rehabilitative clinic, which included at least six (6) months of supervisory experience; or:
B) Possession of an Associate's degree* in Human Services or a related field and four (4) years experience working with developmentally delayed infants, toddlers, or youths providing social, medical, health, or other therapeutic services in an established agency or rehabilitative clinic, which included at least one (1) year of supervisory experience; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
Special Requirements
Eligibility for New York State driver's license required at time of application. Possession of the license at time of appointment and maintenance throughout employment. Since these positions require substantial travel, candidates must demonstrate their ability to meet the transportation needs of the job in carrying out their responsibility in any location to which travel is required, including some locations not accessible by public transportation.
Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for an automatic nonselection.
Criminal Background Check
In accordance with New York State law, a criminal background check may be conducted after a conditional offer of employment has been made. A prior conviction will not automatically disqualify a candidate from employment, unless required by law or directly related to the duties of the position. Certain positions may be subject to additional background screening based on statutory or regulatory requirements.
Remote Work Eligibility
This position may be eligible for one remote work day per week, subject to departmental needs and supervisory approval, after successful completion of the probationary period. Participation in remote work is not guaranteed and may be modified or revoked at any time.
