Description:

Under the direction of the Parks & Recreation Director, the Specialist plans, develops, implements, and oversees recreational programming to provide active and passive recreation for Township residents of all ages. Participates in recruitment and selection of temporary and/or contract recreation personnel to maintain programming. Actively participates in public relations and the publication of the Township's recreation brochure and other informational publications.

Duties:

1. Develops, plans, organizes, schedules, conducts, and supervises a wide variety of recreation programs for community use which may include preschool programs, youth programs, adult programs, senior citizen programs, after-school programs, day camp, athletics, cultural arts, enrichment classes, and special events.

2. Participates in the recruitment, selection, and team leadership of the Parks and Recreation's seasonal, temporary, part-time, and/or contract personnel. This includes training, scheduling, and providing guidance to seasonal and temporary workers, volunteers, umpires, coaches or other temporary positions associated with Township recreation programs.

3. Creates and maintains a system of reporting, interpreting, and publicizing activities and programs to area residents. Prepares materials, maintains records, and compiles evaluations and reports. Assists with the preparation of Township recreation brochure(s).

4. Assists in the preparation of the annual budget as related to recreation programming and oversees the expenditure of approved funds. Assists Director in preparing Requests for Proposals (RFP) for services related to park development assists and oversees construction projects.

5. Develops and implements youth and adult sporting leagues. Develops coaching manuals, league fliers, game schedules, information packets, and other related materials.

6. Answers citizen inquiries and responds to complaints regarding procedures, policies, and programs.

7. Assists with or coordinates the planning and organization of special community events.

8. Works with the community to identify needs and preferences and recommends the number and kinds of recreational programs to be offered.

9. Visits and observes programs and events to evaluate program content and employee performance.

10. Maintains inventory of supplies and equipment. Places orders and makes purchases according to established procedures and within budgetary guidelines. Develops specifications for significant purchases. Assists with contract oversight to ensure vendor compliance with specifications.

11. Coordinates with the Township's Parks and Recreation personnel and other entities to effectively reach and provide recreational activities and events to the citizens of the Township.

12. Seeks and secures alternative funding sources such as grants, partnership agreements, and sponsorships.

13. Keeps abreast of changing regulations and policies through continued education and professional growth. Maintains cooperative relationships with peer agencies and other governmental units. Attends conferences, workshops, and seminars as appropriate.

14.Performs related work as required.

Qualifications:

Requirements include the following:

A Bachelor's degree in recreation administration, leisure services or related field.

Three or more years in recreation programming.

A State of Michigan Vehicle Operator s License.

First Aid and CPR certifications within the first six months of employment.

Knowledge of applicable local, state, and federal laws, rules, and regulations.

Knowledge of the professional principles, practices and techniques of recreation planning, programming and evaluation.

Knowledge of professional principals and techniques of marketing and advertising, purchasing, personnel management, and contract administration.

Knowledge of the rules, supplies, equipment, and facilities applied or utilized in recreation programs and sporting leagues.

Knowledge of the safety issues and precautions relating to the provision of recreation programs and sporting leagues.

Knowledge of public relations practices and volunteer management.

Skill in developing, coordinating, and evaluating a broad range of recreation programming for diverse age groups.

Skill in organizing schedules and coordinating associated resources.

Skill in maintaining a comprehensive record keeping system, compiling statistics, generating reports, and developing programming recommendations.

Demonstrated ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with staff, volunteers, program participants, vendors, other governmental agencies, and the public.

Ability to communicate effectively and present ideas orally and in writing.

Ability to effectively train others and assign, coordinate and evaluate the work of staff. Skill in assigning, directing, and coordinating volunteers.

Ability to work effectively within deadlines, under stress, and with changing work priorities.

Ability to work other than normal business hours.
