Recreation Specialist - Athletics

The purpose of this position is to perform supervisory and administrative duties related to overseeing and promoting both youth and adult athletic programs and events for the Cultural & Community Services Department.

Position Scope:
This is a first-line supervisor position and Essential Personnel position.

This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Plans, implements, and supervises specialized recreational, sports, and wellness programs for children, teens, adults, seniors, families, and specialized populations.
  • Coordinates youth and adult sport leagues; enforces, establishes, and maintains bylaws, policies and procedures; creates league and tournament schedules; assigns coaches and officials; collects fees; maintains records, reports, and standings; and manages equipment, inventory, and supplies.
  • Assists in creating and implementing camps, clinics, special programs, and events and assists in creating and using marketing information and methods.
  • Assists in maximizing use of facilities; schedules and reserves facilities for internal and external customers; issues reservation permits and ensures compliance to guidelines and policy.
  • Operates a computerized system to register participants, generate reports, create rosters, schedule and reserve facilities, and maintain and track program performance.
  • Builds and maintains relationships within public, private, and non-profit sectors; seeks mutually beneficial partnerships to enhance quality of service.
  • Supervises activities and performance of volunteers, contractors, part-time and seasonal staff; ensures adherence to established policies, procedure, rules, and standards; serves as a coach, instructor, or program leader as needed.
  • Meets weekly with program staff and provides feedback and mentoring towards improved performance; performs routine quality service evaluation of employee performance; and assists with employee training as needed.
  • Maintains accurate documentation of attendance, absences and emergency/medical information on each child enrolled in programs. Reviews and approves reports (injury, discipline, and incident) issued by staff and communicates this information to management in a timely manner.
  • Resolves critical issues and recommends courses of action as appropriate.
  • Inspects facilities and ensures the Safety and Security procedures are adhered to during and after the activity and/or program.
  • Implements emergency procedures appropriate to the site and in conformity with the departments procedures to ensure the safety of the children and staff.
  • Maintains all supply and equipment inventory to ensure that the staff has what they need to effectively deliver service.
  • Assists with budget preparation and is accountable for accurate maintenance of accounts payable/receivable records and reports.
  • Functions as a facility supervisor when needed. Resolves complaints, disputes, and inquires; reports accidents and incidents; and directs and provides guidance in the event of crisis or emergency.
  • Assists in assessing existing activities, events, and programs to make recommendations for improvements or modification.
  • Demonstrates professional and seamless customer service.
  • Identifies and recommends cost control measures in the delivery of all activities and programs within the department.
  • Assists with the implementation of other programs within the Cultural and Community Services Department.
  • Performs any other related job duties as assigned.
  • Knowledge of any technical and logistical expertise in sports program, league and tournament planning.
  • Knowledge of team sports and applicable rules and procedures.
  • Knowledge of effective coaching/teaching strategies and/or methods.
  • Knowledge of applicable recreational equipment, hazards, and safety precautions.
  • Knowledge of Microsoft Office programs.
  • Skill in written and oral communication.
  • Skill in public relations.
  • Skill in resolving disputes exercising judgment and diplomacy.
  • Ability to plan, develop, coordinate, and implement effective recreation programs.
  • Ability to establish effective working relationships with children, adults, and coworkers.
  • Ability to work with diverse populations of varying ages and abilities.
  • Ability to maintain a high level of physical activity and tolerate extreme temperatures for long periods of time.
  • Ability to work a varying schedule of hours, to include nights and weekends.
  • Bachelors Degree in Recreation, Physical Education, or related field.
  • Minimum of three (3) years of experience in overseeing athletic programming.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licenses and/or Certifications
  • Adult and Pediatric Frist Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillator (AED) certification within three (3) months of hire.
  • Childcare 40-hour training through DCF certification required within sixty (60) days of hire.
  • Certified National Alliance for Youth Sports (NAYS) Youth Sports Administrator (CYSA) required withing six (6) months of hire.
  • Parks and Recreation Professional certification preferred.
  • Instructor of a specialized activity certification and/or license preferred.
  • Valid Florida drivers license.
Additional Information:
  • It is the responsibility of the incumbent to maintain their licenses and/or certifications as a job requirement.
  • There is a one-year probationary period.
